随着青海省农业的稳步发展，加快农村经济发展和协调城乡关系急需解决好农村剩余劳动力问题，以及使农村劳动力从传统的农业部门向现代经济部门转移。农村的转移问题是当前解决“三农”问题的重中之重，也是协调城乡经济社会发展需要研究的关键问题。因此，从农村转移问题入手，积极探索解决农村转移问题的基本方法和途径是有效缓解当前“三农”问题所带来的经济以及社会矛盾的一条思路。目前，青海省农村劳动力转移面临着困难与机遇并存的现状。青海省农村劳动力转移低水平状态的关键所在是提高农村劳动力素质和消除农村劳动力转移的人力资本障碍。“,”With the steady development of agriculture in Qinghai Province, to quicken the development of rural economy and coordinate the relationship between urban and rural areas urgently need to solve the problem of rural surplus labor force, and the transfer of rural labor force from the traditional agricultural sector to the modern sector of the economy. The key to the low level of rural labor transfer in Qinghai province is to improve the quality of rural labor force and the elimination of obstacles to the transfer of rural labor force of human capital.
