《西藏学文献丛书别辑》收录的《解决藏事说贴》为著名方舆学家石荣暲收藏,作者为北洋政府驻藏办事长官陆兴祺。在北洋政府档案中保存一份完整的《说贴》档案。一战接近尾声,英国向中国政府提出解决西姆拉会议遗留下的条约问题,要求召开中国、英国和中国西藏地方当局参加的所谓"三方会议"。北京政府不得不邀请国内有关专家和外交官员在北京召开藏事会议。1921年10月,常驻印度加尔各答的陆兴祺受邀来到北京参加藏事会议。为应对英国图谋,陆兴祺向外交总长颜惠庆条陈解决藏事说贴,建议在华盛顿会议上提交西藏议案。
