水影响评价是建设项目取得取水许可的必要环节,有取水需求且从水库、河道、地下及公共管网取水的新建、改建及扩建项目,均应编制水影响评价.目前北京市将水资源论证纳入水影响评价,不再单独编制水资源论证,水影响评价中有关水资源论证的内容一般包括水源分析、水量计算及退水分析等几个环节,其目的是合理分析建设项目取、用、退水可靠可行性,为评价项目水资源条件合理性、节约用水及优化水资源配置提供依据.水源分析作为水影响评价过程中的重点,直接影响建设项目取水可行性.通过综合分析多个案例及结合建设项目特点总结水影响评价水源分析过程中的常见问题,探究其解决办法,为北京市一般建设项目水源方案分析提供参考.
