I. INTRODUCTION The paid (or unpaid) service of medical record information resources has always been an important topic discussed by the medical record circle in China for a long time. More than ten reports on its rationality and legitimacy have been published in the Chinese Hospital Management Magazine and the Chinese Medical Record Letter under the heading “Development and Utilization of Medical Record Information”.
