当代中国的行政发展的一个重要内容，就是如何准确地认识和判断中国公共行政领域的官僚化程度，并依据这个基本的判断来对我国的官僚制采取相应的改革措施。根据韦伯的官僚制理论和我国当前的具体情况，我们认为中国处于官僚化不足的状态，同时又由于我国的长期封建历史所造就的传统官僚制仍具有很大的负面影响。在中国当前的行政发展中，对官僚制必须强化与改造并重。
An important part of the administrative development in contemporary China is how to accurately understand and judge the degree of bureaucratization in the field of public administration in China. Based on this basic judgment, we should take appropriate measures to reform our bureaucracy. According to Weber’s bureaucratic theory and the current situation in our country, we believe that China is in a state of bureaucratic inadequacy and that the traditional bureaucratic system created by the long history of feudalism in our country still has a great negative impact. In the current administrative development in China, we must emphasize and reform the bureaucracy.
