近几年来,在我市工业企业中普遍推行了“企业计量评审定(升)级”、“企业标准化验收”、“企业全面质量管理验收”(以下简称“三项验收”),通过验收使企业进一步加强了基础管理工作,极大地提高了企业的管理素质。当前,由于我国正处在两种经济体制转轨的交替时期,旧的产品计划经济体制还没被完全打破,新的商品经济体制尚未完全建立,由于以上两者在诸多方面是完全对立的,所以他们的并存给工业企业的生存和发展造成了困境,使经济发展受到了制约。
