省府直属(以下简称省直——编者注)各机关两个月来对新老干部的团结,根据现有材料,作出初步总结,除呈报中央外,特印发各地,以作参考。同时希望各地对这一工作的经验或零碎材料随时报来,以便互相交流经验,推进工作。省直两个月来团结改造新干部的初步总结省直对团结改造新干部,以及新老干部的团结上,经过两月多的努力,已有不少收获,根据现有材料,总结如下:甲、基本情况——省府成立以来,一贯本华北政府指示,对新干部采取团结教育改造使用的方针。根据省直二十二个单位之统计,二千一百五十八人中,新干部有九百零四人,平均占百分之四十二;有些机关如税务局、水利局、农场等则达到百分之七八十。分配到各专县的,大都到教育部门,并占相当比重。开始由于受反动派欺骗宣传,一般对我们有不同的疑虑
