针对大秦铁路 13年来经营现状和当前改革形势 ,指出传统的铁路运输管理体制对大秦铁路发展的影响 ,并从大秦铁路在路网中所处的战略地位等方面分析了大秦铁路实行公司化改制的必要性和优势条件。提出以大秦铁路干线为主体 ,以“三西”(山西、陕西和内蒙西部 )煤炭西经大同、东达秦皇岛和天津 2港下海 ,北出山海关的独特区域经济和路网布局为条件 ,以《公司法》和现代企业制度为规范 ,组建成立“大秦铁路区域性干线公司” ,最大限度地发挥大秦铁路整体运输优势和市场竞争能力 ,为国民经济发展作出更大贡献
In view of the status quo of the operation of Daqin Railway in the past 13 years and the current reform situation, the author points out the impact of the traditional railway transport management system on the development of Daqin Railway and analyzes the Daqin Railway’s corporate restructuring in terms of its strategic position in the road network Necessity and advantages. It proposes to use the Daqin Railway as the main body and on the condition of the unique regional economy and road network of Datong-Qinhuangdao (Shanxi, Shaanxi and Inner Mongolia) coal westward to Datong, Dongda Qinhuangdao and Tianjin 2 ports to the sea, The “Company Law” and the modern enterprise system are the norm and set up the “Daqin Railway Regional Mainline Company” to maximize the overall transport advantages and market competitiveness of the Daqin Railway so as to make greater contribution to the development of the national economy
