20世纪60年代初,中苏关系破裂,赫鲁晓夫背信弃义,撕毁援华协议,撤回专家,刚刚起步的新中国航空工业陷入了困境。但不久,赫鲁晓夫突然给毛泽东写来求和信,表示愿意向中国提供米格-21战斗机的制造权。时任空军司令员的刘亚楼上将受命赴苏联谈判。他有理有节,不辱使命,终于成功地引进了当时中国空军急需的米格-21制造技术。
In the early 1960s, the Sino-Soviet relations broke down. Khrushchov was treacherous, tearing up aid agreements and withdrawing experts. The just-started new Chinese aviation industry was in trouble. However, Khrushchov suddenly wrote a letter of congratulation to Mao Zedong, expressing his willingness to provide China with the right to manufacture the MiG-21 fighter jet. Liu Ya-luan, then commander of the Air Force, was ordered to negotiate with the Soviet Union. He had a good reason and missed his mission, and finally succeeded in introducing the MiG-21 manufacturing technology urgently needed by the Chinese Air Force.
