今年上半年,海关在上海自贸区已经或即将分批推出14项“可复制、可推广”的监管服务制度。这些制度的共同特点是以市场和企业需求为导向,以国际通行规则为参照。具体内容如下:第一项:先进区、后报关制度。调整了原来一线进境货物先报关再入区的通关作业流程,允许企业先凭货物舱单信息提货进区,再在规定时限内办理海关申报手续,降低通关时间和成本。
