一九四九年度公粮征收暂行办法与施行细则,业经公布施行,兹就各地试征中之初步体验,为了便于进行,特作如下之补充规定:(一)征收办法第二条规定之各项原则,在执行时必须深入调查各地之土地,平均产量农业总收入,根据上级政府或农代会所给任务,由全村全保人民,民主评议,具体确定之,免征户之规定,应参照每人平均农业收入一百五十斤之免征点,以不少于全乡户数的百分之二十,但不多于百分之三十为原则。(二)办法第四条,关于开荒之奖励,应依中原人民政府新颁减和减息条例第二十三条之规定实行,即生荒五年熟荒三年内,不出租不负担。(三)办法第五条中,对革命烈士及军人之照顾,应只限于其家庭之确实贫苦而又不是免征户者,并应经民主评议,报请区以上政府酌情决定。
The Interim Measures and Detailed Rules for the Collection of Public Cereal Grain for 1949, which have been promulgated and implemented, are hereby preliminarily approved in the first phase of the trial. (3) In Article 5 of the Measures, the care for the revolutionary martyrs and military personnel should be limited to the actual impoverishment of their families but not the exemption households, and should be democratically appraised and reported to the government at or above the district level for discretion.
