2004年12月29日十届全国人大常委会第十三次会议后,全国人大常委会委员长吴邦国向第二届澳门特别行政区基本法委员会委员颁发了任命书。李成俊连任委员会副主任。李成俊说:“如同香港基本法一样,澳门基本法起草时间之长,参与人数之众,涉及层面之广,收集整理意见之多,是世界上立法中少有的。这也反映了基本法的起草精神,就是高度的民主。它将载入中国统一大业的史册上,永放光芒。”
