2004年4月份市国土房管局、市地方税务局经商市财政局同意,联合出台了《关于鼓励单位和个人购买北京旧城历史文化保护区四合院等房屋的试行规定》(京国土房管改[2004]375号,以下简称《试行规定》),就鼓励单位和个人购买旧城文保区四合院等房屋做出了九条相关政策,引起了国内外媒体和投资人的极大关注。为便于各界了解政策的基本要义,记者特约了作为起草人之一的市国土房管局房改指导处王荣武处长,就政策出台的主要内容以及值得注意的问题等进行介绍和阐释。 In April 2004, the Municipal Land and Housing Bureau and the Municipal Local Taxation Bureau agreed with the Business Finance Bureau to jointly promulgate the Provisional Regulations on Encouraging Units and Individuals to Buy Houses of Courtyard such as the Historical and Cultural Protected Areas in the Old City of Beijing (2004) ] No. 375, hereinafter referred to as the “Provisional Regulations”), nine relevant policies were promulgated on encouraging units and individuals to purchase houses such as the Siheyuan in the old city’s Wenbao area and attracted great attention from the media and investors both at home and abroad. In order to facilitate the understanding of the basic meaning of the policy, the reporter made a special offer as one of the drafters of the Land and Housing Bureau Director Wang Rongwu Housing Reform Director, introduced the main content of the policy and issues worth noting, such as introduction and interpretation.
