2004年4月份市国土房管局、市地方税务局经商市财政局同意,联合出台了《关于鼓励单位和个人购买北京旧城历史文化保护区四合院等房屋的试行规定》(京国土房管改[2004]375号,以下简称《试行规定》),就鼓励单位和个人购买旧城文保区四合院等房屋做出了九条相关政策,引起了国内外媒体和投资人的极大关注。为便于各界了解政策的基本要义,记者特约了作为起草人之一的市国土房管局房改指导处王荣武处长,就政策出台的主要内容以及值得注意的问题等进行介绍和阐释。
