党的十一届三中全会以来,江苏省认真贯彻落实新时期卫生工作方针,坚持把卫生工作重点放在农村,不断深化农村卫生改革,推进农村卫生事业稳步发展,取得了比较显著的成绩。全省农村三级医疗预防保健网逐步巩固完善,县级医疗卫生机构得到加强,乡镇卫生院普遍实行了县乡分级管理、以乡为主的管理体制,集体举办的村卫生室发展较快,在农村卫生防病和实施初级卫生保健工作中发挥了重要作用。农村合作医疗保健制度出现了新的发展势头,以村为单位的合作
Since the Third Plenary Session of the 11th CPC Central Committee, Jiangsu Province has conscientiously implemented the guidelines for health work in the new period, insisted on the focus of health work in rural areas, continued to deepen rural health reforms, and promoted the steady development of rural health care, achieving relatively remarkable results. The province’s rural tertiary medical care and prevention network has gradually been consolidated and improved, county-level medical and health institutions have been strengthened, township hospitals have generally implemented county-to-town and county-level management systems, and village-based village clinics have developed rapidly. It has played an important role in rural health and prevention and implementation of primary health care. The rural cooperative medical and health care system has witnessed a new momentum of development, with the cooperation of the village as the unit.
