新一轮国企改革最重要的目标是发挥市场在资源配置中的决定性作用,但是,从国家到国资委再到国企必然存在一个多层级的委托代理链条,由于委托人和代理人目标函数不一致、信息不对称,导致外部性无法内化进而产生的委托—代理的低效率问题一直是困扰国有企业发展的桎梏。文章认为要从根本上解决这些问题,就要进行彻底的所有权改革,并进一步完善企业内部激励机制和外部约束机制。
The most important goal of the new round of state-owned enterprise reform is to give play to the decisive role played by the market in resource allocation.
