犯罪防范与控制的主体是警察,然而警察传统的“被动反应式”警务模式已经起不到遏制犯罪的目的,一种适应社会发展及犯罪防控要求的“主动出击型”警务模式应运而生,要实现这种警务模式的改变还要实现三个方面的替代:以动态控制警务活动方式替代静态管理型警务活动方式;以问题导向替代案件导向;以服务、管理相结合的导向替代单纯管理导向。
