面向二十一世纪,我们国家正在施行“科教兴国”的伟大战略方针。各类成人高等学校和普通高等学校一样,把教学与科研做为了自身的两大基本职能,以前那种重教学轻科研的偏向已得到扭转或有所克服。与此同时,成人高校的科研管理问题也得到了相应的重视,不仅设置了专门机构,安排了具体工作人员,也建立了一套行之有效的规章制度。众所周知,在实现“现代化”的艰巨进程中,管理是相当重要的。美国就把自己第二次世界大战后经济的发展看作是“三分技术,七分管理”的结果。我们党的十三大报告即已明确提出:“现代科学技术和现代化管理是提高经济效益的决定性因素,是使我国经济走向新的成长阶段的主要支柱。”优化管理要靠优质的管理人员来实现。因此,成人高校要尽快提高科研水平,除了自己培养一批各类学科的专家、学者而外,还必须拥有擅于科研管理的专门人才。本文想就成人高校科研管理人员的素养问题谈谈自己的一些看法。
In the 21st century, our country is implementing the great strategic guideline of “rejuvenating China with science and education”. Like all general colleges and universities, all kinds of adult colleges and universities regard teaching and research as their two basic functions. The previous bias of focusing on teaching and research has been reversed or somewhat overcome. At the same time, the problem of scientific research management in adult colleges and universities has received the corresponding attention. Not only specialized agencies but also specific staff members have been set up and effective set of rules and regulations have also been established. It is known to all that management is very important in the difficult process of “modernization.” The United States put its economic development after the Second World War as a result of “one-third of technology and seven management.” The 13th National Congress of the Communist Party of China has explicitly stated: “Modern science and technology and modern management are the decisive factors in boosting economic efficiency and the mainstay of our economy in the new phase of growth.” Optimizing management depends on good management personnel achieve. Therefore, as soon as possible, adult colleges and universities should raise the level of scientific research. In addition to cultivating a group of experts and scholars of various disciplines themselves, they must also possess specialized personnel who are good at scientific research management. This article wants to talk about some of our own views on the quality of scientific research managers in adult colleges and universities.
