“个人缴费”是指在国家和企业等用人单位两方面负担失业保险费的同时,也要求劳动者个人缴纳少量费用。为了健全失业保险功能.按照社会保险费用由国家、集体、个人三者合理负担的原则,借鉴国外办法,引入个人缴费机制,可以增加基金来源,增强基金保障功能,提高职工个人参与社会保险意识,减轻国家和企业负担,尽快与国际惯例接轨,是现阶段市场经济运行机制在社会保险基金运营规律上的体现。国家拟出台《中华人民共和国失业保险条例》(草案)就职工个人缴费作了规定,即职工个人按上年度本地区职工月平均工资的0.5%缴纳。这是针对当前失业保险费筹集费率过低,保障能力不强,基金来源渠道单一,从长远来看基金入不敷出考虑提出的。
