今年是国家五年建设计划的第一年,华北区部分地区今年灾情相当严重,因此,今年的冬学工作,仍是密切结合冬季生产,在各地政府加强领导与群众自愿的原则下更有组织、更有计划地进行,以便进一步提高群众的政治、文化水平,发动群众积极参加国家建设事业。一、冬学工作的要求与内容,要根据地区不同而所有不同。一般地区应通过冬学向农民广泛进行政治教育与生产教育。内容要着重宣传国家五年建设计划的开始,宣传实现国家工业化和逐步过渡到社会主义的伟大历史任务;号召开展增产节约运动,争取完成与超额完成一九五三年计划,为一九五四年计划准备有利条件;深入宣传,发展互助合作,推广先进技术,提高粮食、棉花及其它作物产量,并教育农民节约粮
