由中华全国法制新闻协会主办的全国法制期刊业务交流暨工作年会目前在杭州召开。司法部副部长、中华全国法制新闻协会会长刘飏在会上指出:我国法制建设走过的历程,也是法制新闻事业同步发展的过程。法制期刊出版作为法制新闻事业的一个重要组成部分,经过二十年的不懈努力,到今年六月份,由司法行政系统主管主办、公开发行的法制报刊有75家,期发行量达700万份。从近年的工作情况来看,法制期刊出版有以下几个特点:一是服从服务于全党的工作大局,弘扬主旋律;二是推出了一批有力度、有深度、有影响的好作品;三是宣传报道的领域进一步拓宽,体现了大法制的工作思路。可以这样认为:锤炼案例报道,准确以案释法,是法制新闻特别是法制期刊的特点所在、质量所在、水平所在。近年来,法制期刊,逐步脱出了写“罪案”、说“官司”的案臼,进入思考问题、研究规律的新层次。我们正在实践着“使法制新闻成为法制建设的信息总汇,依法治国的舆论先导、市场经济的法律顾问、全民普法的良师益友、法制理论的研究园地”这样一个大法制的工作目标。但是问题还是存在的,主要是:期刊社规模较小,发行量不够大,市场化程度比较低;编采选题缺乏策划,精品意识不强;高级管理人才,编采骨干力量不足,新闻队伍整体素质需进一步提高。刘飏要求:第一,抓住机遇,迎接挑战,努力开创法制期刊新局面。当前,报刊市场的竞争空前激烈、各地纷纷组成报业集团,形成集约化,竞争力很强。竞争,归根结底是出版物质量、品位的竞争,是队伍素质的竞争。所以,我们要保持清醒的头脑,创造性的开展工作。第二,要重质量、出精品,正确处理和把握好几个关系:一是处理好主旋律和多样化的关系,坚持正确的舆论导向;二是处理好法制新闻宣传的共性和个性的关系,体现优势和特色;三是处理好法制性和可读性的关系;四是处理好社会效益与经济效益的关系,寻找两个效益的最佳结合点;五是处理好对人才的培养与使用的关系,为跨世纪的改革发展搞好法制新闻队伍的建设。

We are practicing the principle of “making the legal news become the information center of the legal system construction, the leading media of public opinion governing the country according to law, the legal advisor of the market economy, the mentor and teacher of the universal legal system and the research field of legal theory.” However, the problems still exist. The main problems are as follows: the journals are small in size, the circulation is not big enough, and the degree of marketization is relatively low; there is a lack of planning for editorial selection and lack of awareness of fine products; the shortage of senior management personnel, The overall quality needs to be further improved. Liu Qiao requires: First, to seize the opportunities and meet the challenges, and strive to create a new situation in the legal periodicals. At present, the competition in the press market is unprecedentedly fierce. Newspapers and giants have formed groups around the country to form intensive and highly competitive industries. Competition, in the final analysis, is the competition of the quality and quality of publications and the quality of the team. Therefore, we must keep a clear head and creative work. Second, it is necessary to focus on quality and quality, and correctly handle and grasp several relationships. First, we should handle the relationship between the main theme and diversification and uphold the correct direction of public opinion. Second, we should properly handle the relationship between commonality and individuality of legal public information, Advantages and characteristics; third, deal with the relationship between legal system and readability; fourth, deal with the relationship between social and economic benefits and find the best combination of the two benefits; fifth, deal with the cultivation and use of talents Relations, and do a good job in building a legal information team for the cross-century reform and development.
