“天保工程”的启动 ,对四川省民族地区的经济社会产生了前所未有的巨大影响 ,其中 ,甘孜藏族自治州在这方面尤具代表性。全州的经济总量锐减 ,产业结构巨变 ,城乡居民收入和财政收入大幅下降 ,农牧民返贫情况突出 ,等等。切实解决好这些问题 ,作好预后发展的政策选择 ,是保障“天保工程”不成“豆腐渣”的前提 ,也是我国 2 1世纪求得可持续发展的基本要求。
The start of “Natural Forest Protection Project” has had a tremendous and unprecedented impact on the economic and social development in the minority areas in Sichuan Province. Among them, the Garzi Tibetan Autonomous Prefecture is particularly representative in this respect. The state’s economy plummeted, the industrial structure changed dramatically, the incomes and financial revenues of urban and rural residents dropped sharply, the return of peasants and herdsmen to the poor was outstanding, and so on. To effectively solve these problems and make policy choices for the prognosis and development is the prerequisite for guaranteeing that “Natural Forest Protection Project” is not “bean curd residue” and the basic requirement for sustainable development in our country in the 21st century.
