“半夜出门去翻山,翻过一山又一山。鸡叫天亮找到水,回家太阳快落山。”这是中国西北山区广为流传的一首民谣,它诉说着山区百姓的无奈,更道出了山区人民饮水的艰辛。为了帮助那里的人们特别是妇女迅速摆脱因严重缺水带来的贫困和落后,在全国妇联的领导下,中国妇女发展基金会实施了一项计划,即向社会募集善款,为西北缺水地区捐修混凝土构造的水窖,使她们能利用屋顶、场院、沟坡等集济设施,有效地蓄集到有限的雨水,以供一年之基本饮用水。这项以“大地之爱·母亲水窖”命名的慈善事业如今走过了10个春秋,截止2009年底,“母亲水窖”工程已向以西部为主的23个省(区、市)投入建设资金近4亿元,修建集雨水窖近12万口,小型集中供水工程1300多处,受益人口达160万人。

By the end of 2009, the “Mother Water Cellar” project has been extended to 23 western provinces (districts , City) invested nearly 400 million yuan in construction funds, construction of nearly 120000 rainwater cellar, more than 1300 small centralized water supply projects, the beneficiary population of 160 million.
