鹤峰县地处鄂西南武陵山脉腹地。境内淘壑纵横,高低落差大。年平均降水量在1800毫米以上,水能资源理论蕴藏量达48.6KW,可梯级开发100万 KW 以上,水能资源人均拥有量居湖北省第一位,有着得天独厚的可供开发水能资源优势。2000年以来,该县在进一步调整产业结构,充分利用资源优势发展县域经济中,出现了以县外资本和当地民间资本为主体的水电投资开发热。这个仅22万人的山区小县出现了新开发建设电源点44处,其中装机容量80万 KW1处,1-15万 KW5处,1万 KW 以下的小水电开发多达38处之多,开发装机总容量100万 KW 瓦以上(含在建工程),开发总投资超过40亿元,2003年,全县电力税收突破2000万元,占财政收入的四分之一强,成为县域经济支柱工业。随着江坪河和淋溪河水电工程的建成,届时水电税收可望再增加一个亿。面对短时间内出现如此喜人的成绩,经过大量的采访调查,我们试图揭开现象之后深层的原因,以供借鉴。

With the completion of the Jiangping River and the Lixi River hydropower project, the hydropower tax revenue is expected to increase by one billion again.
