自2000年我省开展农村税费改革试点以来,随着农村发展形势的变化和农村综合改革的深入推进,乡镇财政的理财环境也发生了显著的变化,在逐渐淡出农业税收征管的同时,落实民生政策,发放涉农补贴,服务“三农”发展的公共服务职能全面加强,面对新的形势和任务,也对乡镇财政依法理财水平提出了更高的要求。本文仅就乡镇财政如何依法理财,谈一点认识和思考。
Since the pilot project of rural tax and fee reform in our province was carried out in 2000, along with the change of rural development and the comprehensive rural reform, the financial environment for township and village finance has also undergone significant changes. While gradually fading out of agricultural tax collection and administration, The people’s livelihood policy, the issuance of subsidies related to agriculture, and the development of public services serving the “three rural issues” have been strengthened in an all-round manner. Faced with the new situation and tasks, higher requirements have also been put forward on the financial management of townships and towns according to law. This article only on how to finance the township financial affairs, talk about a little understanding and thinking.
