事业单位是以公益服务、政府职能为主要宗旨的非盈利性单位组织,在我国科技、教育、文化、卫生等社会服务性活动中发挥着极其重要的、不可替代的作用。为适应当前不断发展变化的社会环境,进一步完善相关服务职能,提高服务水平,各事业单位也在积极探索,不断地对内部管理制度和财政体系进行改革和完善,并通过加强预算和绩效管理来促进事业单位整体管理和服务水平的提高。本文主要对当前事业单位预算和绩效管理中存在的问题进行了研究,并提出了解决措施。
