根据对目前工业发展和各项支撑条件和市场需求情况的分析,预计1993年工业增长速度将达到,14％以上,经济环境也将发生较大变化。提高工业经济的运行质量,将是保证1993年国民经济健康发展的前提。我们要积极采取措施,把工作做在前面。 一、要全面贯彻落实《全民所有制工业企业转换经营机制条例》,加快企业的改革进程。建立社会主义市场经济体制,必须确立企业在市场中的主体地位,使企业有接受市场信息、适应国内外市场需求的应变能力,在竞争中求生存,求发展,就要把全面贯彻落实《全民所有制工业企业转换经营机制条例》,加快企业的改革进程作为1993年的中心工作来抓。
