重视和加强法制建设,是建立社会主义市场经济体制的内在要求,也是当前新旧体制转换过程中最为紧迫的工作之一。中共中央在《关于建立社会主义市场经济体制若干问题的决定》中,对加强法制建设的地位、目标、任务和要求都已作出明确规定。八届全国人大常委会已把加强社会主义法制建设作为任期内的一项根本任务。国务院也作出了《关于加强政府法制工作的决定》。我们要认真学习领会党中央、全国人大、国务院有关加强法制建设的指示精神,提高思想认识,在总结经验的基础上,进一步加强财政法制建设.更好地为财政改革和财政发展服务。
Emphasizing and strengthening the legal system building is an inherent requirement of establishing a socialist market economic system and one of the most pressing tasks in the process of system transformation between old and new. In its “Decision on Some Issues Concerning the Establishment of a Socialist Market Economic Structure,” the CPC Central Committee has clearly stipulated the status, objectives, tasks and requirements of strengthening the legal system. The Eighth NPC Standing Committee has stepped up the building of a socialist legal system as a fundamental task during its tenure. The State Council has also made the “Decision on Strengthening the Work of the Legal System of the Government.” We must conscientiously study and understand the spirit of the directives of the CPC Central Committee, NPC and the State Council on strengthening the building of the legal system so as to raise our awareness of the ideology and further strengthen the construction of the financial legal system on the basis of summing up our experience so as to better serve the financial reform and financial development.
