党的十四届四中全会通过的《中共中央关于加强党的建设几个重大问题的决定》,是建立社会主义市场经济体制条件下加强党的建设的纲领性文件。《决定》充分体现了邓小平同志的建党思想,总结继承了党的建设的成功经验,针对新形势、新任务和新情况,对加强和改进党的建设提出了新的要求、措施和办法。《决定》具有以下鲜明特点:
