农业综合生产能力问题研究是当前农业问题研究的热点。渔业是大农业的支柱产业之一,渔业综合生产能力问题研究是农业综合生产能力问题研究的重要组织部分。从目前研究情况看,虽然有关渔业资源、经济及技术等都有大量的研究成果,但将诸要素综合起来作为一个整体,即渔业综合生产能力的专题研究,尤其是定量的评价研究在国际和国内基本上仍处于空白。因此,渔业综合生产能力评价研究具有较强的历史价值、实用价值和理论价值。
