一、机械工业“十五”发展思路 1.指导思想。“十五”时期中国机械工业发展的指导思想是,按照国民经济发展战略和产业结构调整的整体要求,以市场为中心,加大调整力度,尽快实现机械工业结构优化与升级,提高整个机械工业的整体素质和在国内外市场上的竞争力,促进国民经济总体装备水平的提高。在这一指导思想下,机械工业发展应注意处理好以下关系: 一是市场导向与政府推动的关系。既要注意发挥市场机制的基础作用,又要注重政府在促进机械工业发展中发挥能动作用。
