不久前,新闻出版总署署长柳斌杰在讲话中指出将全面启动非时政类报刊出版单位的转制工作,并计划于2011年年底前完成非时政类报刊出版单位的转制工作。将报刊出版单位划分为时政类和非时政类,并对其分别实施不同的管理政策,这是新闻出版总署对报业发展改革新思路的反映。距离这个目标还有两年时间,可以说,时间紧,任务重。
