长期以来,纺织工业,特别是棉纺织业的发展主要是在非产棉区的沿海城市和中心城市。纺织工业的这种区域结构,在计划经济体制下“原料靠从产地低价调人,生产靠上级下达任务,产品靠商业部门统购包销”还能维持。可进入市场经济以后便暴露出许多问题,造成企业经济效益连年下滑。严峻的形势向人们提出:棉纺织行业必须进行产业区域结构调整。从我国区域经济发展状况和自然条件等情况出发,按照“合理分工、优势互补、共同发展”的原则,沿海城市和中心城市的纺织工业要积极利用国外的资金、技术和资源,重点发展生产高附加值、高出口创汇、高技术含量的纺织品,建设成为以生产高档纺织品为主
For a long time, the development of the textile industry, especially the cotton textile industry, has been mainly in coastal cities and central cities in non-cotton production areas.
