民主集中制是我们党的根本组织制度和领导制度。党的十四届四中全会把它作为加强党的建设的几个重大问题之一,从理论上作了进一步的阐述,并对当前贯彻民主集中制的几个突出方面作了明确规定。这说明在新的历史条件下重申这一原则,有着重要的现实意义。 我国正在进行一场广泛而深刻的社会变革,特别是以建立社会主义市场经济体制为目标的经济体制改革,是一个从宏观到微观、从经济基础到上层建筑、从生产关系到意识形态包括人们观念在内的庞大的系统工程,对党领导和驾驭市场经济的能力与水平提出了更高的要求。这就需要进一步坚持和完善民主集中制,加强和改善党的领导,增强党的团结和统一,保持行动一致,正确处理改革、发展与稳定过程中党内外各种关系和矛盾,加快新经济
Democratic centralism is the fundamental organizational system and leadership system of our party. The Fourth Plenary Session of the 14th Central Committee of the Party has made it one of several major issues for strengthening party building. It has made further elaboration in theory and has clearly stipulated several prominent aspects of implementing democratic centralism. This shows that reaffirming this principle under the new historical conditions has an important practical significance. Our country is undergoing extensive and profound social changes. In particular, the reform of the economic system aimed at establishing a socialist market economic system is a transformation from the macro to the micro-level, from the economic base to the superstructure, from the production relations to the ideology including the people Concept of a large system of engineering, including the party’s leadership and control the ability and level of the market economy put forward higher requirements. This requires further adherence to and improvement of democratic centralism, strengthening and improving the party’s leadership, strengthening the party’s unity and unification, keeping actions consistent, correctly handling the various relations and conflicts within and without the party in the course of reform, development and stability, and accelerating the development of the new economy
