一、县级统计体制改革的必要性和可行性社会经济科技的发展不断给统计工作提出了新问题。统计部门要参与宏观调控、监督社会经济运行就必须全方位、多层次发挥并强化统计信息、统计咨询,统计监督三位一体的整体功能。强化统计整体功能必须从基础抓起,即从县级统计部门抓起。正如姚依林同志在1990年全国统计工作会议上指出的那样:统计工作面临许多新的问题,但最重要的是基础工作问题。基础工作做不好,其他工作就无从谈起。
I. The Necessity and Feasibility of County-level Statistical System Reform The development of social economy and science and technology has constantly brought new problems to the statistical work. To participate in macroeconomic regulation and control and supervise the operation of social economy, statistical departments must give full play to and strengthen the overall function of the trinity of statistical information, statistical consultation and statistical supervision in all directions and at various levels. The overall function of strengthening statistics must start from the foundation, that is, start from the county-level statistics department. As Comrade YAO Lin pointed out in the 1990 national statistical work conference: Statistical work faces many new problems, but the most important one is the basic work issue. Basic work is not done well, other work can not talk about.
