明清时期徐州地区自然灾害频繁发生,灾害过后往往引发饥荒,给地方民众的生命财产造成严重损失,救荒因而成为当时国家和徐州地方政府面临的重要课题。灾荒发生后,明清国家和徐州地方政府采取蠲免和赈济等众多荒政措施积极应对灾荒,在减少灾荒造成的损失和维系地方民生方面取得较大成效,其中的方法和手段值得我们借鉴。
In the Ming and Qing Dynasties, natural disasters frequently occurred in Xuzhou. After the disaster, they often caused famine and caused serious losses to the lives and property of local people.
