海洋强国建设是一项长期的、持久性的战略,需要在全民族建立起坚实的文化基础作为保障,这种文化基础所包含的主要内容有海洋意识的提升、海洋知识的普及、海洋文化遗产的发掘与保护、海洋教育的加强、海洋技术的创新、海洋生态文明的建设、海洋文化产业的壮大等。鉴于目前我国社会公众对于海洋的认识程度较低,海洋强国建设的文化基础薄弱,亟待从这样几个方面采取措施来夯实海洋强国建设的文化基础:做好顶层设计、制订《全国海洋文化建设纲要》、加强教育与科技投入、加强海洋生态文明示范区建设、发展海洋文化产业等。
