In the past decade, China’s health and epidemic prevention has made great progress. On the whole, the direction and purpose of health reform are correct, and the mainstream is good. However, we must see that there are still many problems. The current problems that are common and more prominent are the “five-noes” problem: 1 There are multiple reform measures, few integrations, and overall framework instability. Since 1979, the report of the National Directorate of Health’s meeting put forward “Accomplishing medicine For modernization, we must carry out reforms in management.” By March 1990, the Director-General of the National Health Department and Minister Chen Minzhang made a speech on “Doing a good job in rectifying and deepening health reforms.” China’s health reform has gone through a decade. In the past ten years, several measures have been introduced to reform the management system, including hospitals (institutions) and webmasters’ responsibility systems.
