近两年来,湖南省各级财政部门始终把“两个确保”作为社会保障财政工作的重中之重,多方筹措资金,积极配合相关部门狠抓基金征缴、清欠和扩面,基本保证了企业离退休人员基本养老金的按时足额发放,维护了社会稳定,为全省的经济发展和企业改革创造了较好的环境。但是,随着经济结构调整和国企改革的深化以及人口老龄化的进程加快,全省基本养老保险基金的支撑能力越来越弱,直接原因是企业退休人数急剧增加,缴费人数却在持续减少。2001年1—7月,企业退休人数增加了2.19万人,缴费人数却净减少了0.97万人。造成企业离退休人员基本养老金按时足额发放
