一、水产业在西部大开发中的位置 实施西部大开发,加快中西部地区发展,是党中央为适应新世纪的发展要求而作出的重大战略决策,是适应经济结构战略性调整、促进地区经济协调发展的重大战略部署。随着2000年西部“十大工程”的逐步实施,拉开了西部大开发的序幕。水产业在“生态建设及种苗工程”中作为基础性工程优先发展。经过一定时间的不懈努力,水产业有望成为西部地区经济发展的支柱产业之一。
