2014年8月,国务院出台《关于近期支持东北振兴若干重大政策举措的意见》,对新一轮老工业基地振兴做出了重要部署。辽宁正处在新一轮全面振兴的关键时期,制约发展的深层次矛盾显现,困难和挑战前所未有,各级党组织要在现有成果的基础上继续深化党的建设制度改革,不断完善运行机制和具体制度,发挥领导核心作用,推动新一轮辽宁全面振兴。
