从公共组织管理概念出发,引入公共服务人力资源管理理念。论述以人为组织核心资产,以图书馆组织目标与个人需求价值观和能力相结合的管理理念:阐述人力资源管理采用灵活应变,从注重过程转向注重结果的理念以期达到组织理想目标。
Starting from the concept of public organization management, the concept of public service human resource management is introduced. Discusses the human-oriented management of the core assets of the organization to the library organizational goals and personal needs values and capabilities of the combination of management philosophy: human resources management flexibility to change from the process of focusing on outcome-oriented concept in order to achieve the desired goal of the organization.
