新闻出版总署日前作出决定中央单位报纸停止出版地方广告版,并要求有关报社妥善处理善后事宜。据了解,自1996年以来,根据有关规定并经新闻出版署批准,先后有人民日报、参考消息、中国青年报、法制日报、工人日报、中国国防报、环球时报等8家全国发行的报纸被允许出版地方广告版。根据《国务院关于取消第二批行政审批项目和改变一批行政审批项目管理方式的决定》,新闻出版总署近日正式发出通知,停止审批报纸出版地方广告版,规定今后不再批准以同一报纸中部分版页单独发行的形式出版地方广告版。同时通知该署此前发出的《关于报纸增出地方广告专版的规定(试行)》(新出版[1996]3号)和《关于对地方广告版实行备案登记规范管理的通知》(新报刊[2002]24号)停止执行。新闻出版总署日前发布的通知还进一步明确:报纸出版地方版、时段版等均视为创办新报纸,应严格按照相关管理规定办理审批手续。
