第三章发展初期故事发生在萨克森州艾尔茨山脉下的工业城市开姆尼茨。电力微缩火车的出现对于玩具和电力的结合来说有着重要的意义,但生产这种火车的企业主要坐落在美国占领区的施瓦本地区和法兰克地区,以当时苏占领区的技术条件还不能自主生产,只有一些坐落于勃兰登堡和萨克森地区的小型公司负责小部分机车、车体、轨道系统和备件的生产。由于大多是手工作坊,低下的生产效率并不能满足不断攀升的市场需求,人们开始寻找新的解决办法。
