我国党政机关科学意义上的信息工作,起于党的十一届三中全会之后,始于河北省.而侯磊同志是最早的系统研究党政机关信息工作的研究者之一.他的研究,无论在实践探索方面,还是在理论研究方面,尤其在两者的结合上,都是很有成就的.这是他从1983年7月至1990年5月先后担任河北省委办公厅副主任和省委副秘书长期间所作出的杰出贡献.从1984年初河北省委第一书记高扬同志倡导开展党政机关信息工作之后,侯磊同志具体主管信息工作达六年多.在这段时间里,河北省委的信息工作不仅开创全国党政机关信息工作之先,而且始终走在全国党政机关信息工作之前,不断创出第一流水平,引人瞩目.
