面对改革开放以来最为严峻的经济形势,从2009年1月中旬开始的40多天里,国务院相继重磅推出产业振兴纲要:1月14日,钢铁和汽车产业振兴规划获国务院常务会议通过;2月4日,纺织工业和装备制造业调整振兴规划也获原则通过;2月11日,国务院审议并原则通过了船舶工业调整振兴规划;2月18日,国务院常务会议审议并通过了电子信息产业振兴规划;2月19日,轻工业和石化产业振兴规划获得通过;25日,有色金属和物流业振兴规划也获通过。至此,十大产业调整和振兴规划全部出齐,其实施时间将从2009年至2011年。可以预见,3年的实施将给企业迎来更大的发展机遇。国务院的十大产业调整振兴规划的发布,宛如冬日里的春雷为中国经济注入了希望和鼓舞,其涉及范围之广、政策力度之大、决策效率之高,前所未见,也为新中国经济发展史上所仅见。纵观十大规划,渡过当前难关是首要着眼点,更长远的目标则是通过产业调整,来实现产业提升和布局优化。
