本着哪里有纠纷就将调解组织延伸到哪里的宗旨,北京市宣武区尝试建立各种形式的调委会,以拓展新时期人民调解工作领域一是成立了侨界人民调解委员会。针对宣武区归侨、侨眷居住集中的特点,今年3月成立了侨界调委会,并印发了《宣武区侨界人民调解委员会知识手册》和“便侨法律服务卡”;二是成立了工地调委会。以陶然亭街道为试点,在辖区6个建筑工地和民工集中的生活区成立了7个调委会,使各类纠纷,特别是因拆迁引发的纠纷得到了有效的化解;三是成立社区流动人口调委
