1945年8月20日,日寇投降不久,中共上华中局情报部情报员华克之奉命只身来到上海,准备接运一批地下组织搞到的军火。当时上海的情况很复杂,大批日军仍没解除武装,留在军营等待缴械,国民党军统、中统特务开始公开露面,收编各种地方武装。十几万的伪军以“维护治安”的名义继续欺压市民。这一切,都给我党的各种活动带来了极大的困难。
