党的十五大的胜利召开,掀起了全国性第三次思想解放浪潮,开创了深化国有企业改革的新纪元。但是,勿庸置疑,当前国有小型企业改革和发展中还存在许多困难和问题,如何正确认识这些问题,并采取超常举措,实事求是地解决这些问题,是贯彻落实十五大精神的关键所在,是政府和企业各级领导应重点探讨的课题。一、正确认识当前国有小型企业改革和发展中存在的困难
The victory of the party’s 15th National Party convened a nationwide third wave of ideological liberation and created a new era of deepening the reform of state-owned enterprises. However, it goes without saying that many difficulties and problems still exist in the reform and development of state-owned small-scale enterprises. Correctly understanding these issues and adopting extraordinary measures to solve these problems in a practical and realistic manner are the keys to the implementation of the spirit of the 15th National Congress of the Communist Party of China.
