据调查,当前许多机关党支部不同程度地存在作用发挥不明显的问题。一是片面认为机关党支部不如基层党支部重要,建设好坏无所谓,且与党委靠在一起,凡事有党委做主,抓多了会“喧宾夺主”;二是单纯强调完成业务工作,对机关党员干部的教育管理失之于软、失之于宽,组织生活制度流于形式;三是习惯用行政命令代替党务,发挥支部组织功能少。因此,加强机关党支部建设,要处理好三个方面的关系。
