一、在丘陵地区发展灌溉的意义长江流域与淮河、黄河、海河诸流域有着不同的特点:长江流域山区、丘陵区多,平原较少;雨量充沛,水量丰富。因此,在进行灌溉规划时与以上各流域有着不同的任务。淮河、海河、特别是黄河流域的灌溉规划,主要是水的来源和水的分配问题,在长江流域的灌溉规划中,对怎样发展丘陵区的灌溉则不能不列为规划中的中心问题之一。长江流域面积180万平方公里,山区占65%,丘陵区占22%,平原区仅占13%。根据1955年资料分析,全流域有耕地42,600余万亩,分布在山区的占20%,丘陵区的占42%,平原区的占38%;丘陵区分布较多,约有1.8亿亩。已有的灌溉面积16,500余万亩中,分布在山区的占8%,丘陵区的占38%,平原区的占54%。从绝对数值上看,尚没有灌溉设施的“望天收”的耕地,在平原区及山区各有7,100
